He graduated Graduate School of Engineering, Department of Civil Engineering Kyoto University in 1985. He worked for the Ministry of Construction, Japanese government for 14 years. From 1998, he was appointed as an Associated Professor, Kyoto University, and from 2009, he is working as a full Professor of the Water Resources Research Center, the Disaster Prevention Research Institute. 

His research area is hydraulic engineering and dam engineering with particular emphasis on sediment management of rivers and reservoirs, river restoration and dam operation. 

He is now appointed as the vice president of ICOLD and Charing Asia Pacific Club.
