Enrique Cifres is Doctor on Civil Engineering, with more than forty years of profession, both in public and private sectors.

He led the first real-time flood prediction system and the Dam Safety program serving in the Jucar RIver Water Authority and being one of the first promoters of citizen participation processes.

He taught dam engineering for 22 years at the Polytechnic University of Valencia.

Currently an international consultant, in five continents. He led Ho Chi Minh City's flood protection project.

He has been Vice-President of ICOLD and was awarded as "International Outstanding dam Engineer”
