Frankie Leung Ho-tsung is a Senior Engineer with the Drainage Services Department of the Government of the Hong Kong Special Administrative Region, People’s Republic of China. He holds a Bachelor of Engineering in Civil Engineering and a Bachelor of Laws. Frankie has been serving in various capacities in the Government, including management of flood protection, river revitalisation and sewer rehabilitation projects, operations and maintenance of drainage and sewerage infrastructures, as well as contract advisory.
